Often, but treat it as an estimate. Payroll has cases the app does not model, an employer may apply an allowance differently, and a source can be out of date. The binding figure is the one from your employer, the VID or the VSAA. Where the two disagree, assume the app is wrong.

You can install it anywhere, but the rules in it are Latvian: Latvian payroll tax, Latvian social contributions and Latvian benefits. Outside that context the salary and benefit calculators do not mean anything. The loan and deposit calculators are just arithmetic and work anywhere.
